I have had under special consideration the subject of your Lordship's despatch. N.1 of January 22nd, enclosing the opinion of the Queen's advocate on- The two questions which I had referred, home, first, as to British subjects in China accepting Consular appointments from the Governments of Foreign countries, and, secondly as to the employment by British subjects of vessels under Foreign Flags.
